Are you tired of the small amount of storage available in standard Hotmail accounts (2 MB)? Then follow these instructions. Steps Log in to your Hotmail account.  Go to Options.  Click the "Personal" Tab. Click "My Profile" Change your Country to United States. Change State to Florida and change the Zip Code to 33332. Save and go back to options.
Go to "Language" and change it to English (If it is not) and save. Go here: http://www.hotmail.msn.com/cgi-bin/accountclose
Keep pressing continue until you see the "Close Account" screen/menu. Now CLOSE your account (you won't lost any e-mails, contacts. or anything else stored in your Hotmail Account)

 Now go back to Hotmail.com and sign in with the account you closed. You will get a message that your account was deactivated and eventually it will become active again. You should have a 25MB inbox which will be upgraded to 250MB within a few hours/days/weeks.
